Interesting article. IMHO it misses an important factor and that is high real income taxes. There is some rate at which taxes become a real drag on the economy. I don't know where that is but know that some governments, albeit small ones, have maintained a low flat tax regime and seem to have perpetually good economies. Hong Kong and Singapore come to mind.
