Interesting. I'd never heard a lower bound speed clocked, atomically, only that there were mathematically/physically significant deviations in c where light was made to pass through certain transitory states of matter - a specific type of plasma, I believe.

Ahhaha would probably know more about this, and offer a better grasp of the implications of this than I can.
