The Vatican speaks on how refugees should manage pregnancies resulting from rape, birth control, and other sexual matters, and the kind of assistance that should be, or not be, offered to them by Catholics who work with them, presumably with a priority of lessening the tribulations life has brought to them....
Does "irresponsible sex" as used in the Vatican statement imply sex with birth control? Or what?
VATICAN RIPS U.N. ‘SEX MANUAL'
November 9, 2001 -- VATICAN CITY - The Vatican yesterday blasted the U.N.'s refugee agency, saying a field manual it published on reproductive health offends the dignity of people because it promotes irresponsible sexual relations and abortion. The Vatican criticism is contained in a document sent to bishops conferences around the world. Called "The Reproductive Health of Refugees," it is intended for Catholics who work with refugees.
The document is a detailed response to a 241-page field guide by the U.N. High Commissioner for Refugees, written in collaboration with other agencies.
The U.N. manual, the Vatican said, includes "proposals regarding the limitations of births, an idea of irresponsible sexual relations, and even abortion."
It accuses the field manual's authors of proposing use of the "morning after" pill following rape as a form of "emergency contraception." The Vatican views the pill as a chemical form of abortion.
