Brian, In the "Capex spending cuts could cause shortages" article I thought the following quote from Zandman, CEO of Vishay was interesting:

“If the capacity [utilization] comes up to 75% or so, and is growing, this will be the time to buy new equipment, but not before,”

I seem to recall recently reading that general foundry utilization was expected to double over the next 12 to 18 months from the current 35% level to about 70% (but still less than the 75% number reference above). If Zandman's comments are indicative of what other CEOs might be thinking, then I've got to wonder just how long it will take for some of these folks to begin considering capacity buys again.
