Haim ; You give Powell credit for power he don't
really have. He is A "Token" of the real power,
and will do and talk just the way he is told to.
When he catches heat for "his policy" he is just
diverting the heat off the "real" policy makers,
which he is not.
They use him mainly to Put up a flag and test the
wind, that's just about the limit of his power.
