I personally just think the risk is too high given the circumstance.

I understand that one can still be effectively vaccinated several days after exposure. Once one is exposed, the risk equation changes in favor of vaccination. Of course, some would be lost before the problem was recognized, as occurred with anthrax. Still, it obviates the necessity of choosing to vaccinate everyone on the off chance of a smallpox attack.
