I've used hydrocortisone myself for hand eczema, and I see that ichthammol is also a treatment for eczema.

In the past I got a really painful case of hand eczema on a six-week north-county camp-out from wet dirty exposure followed by extreme drying in cold weather. I fight it off now by a combination of hydrocorisone, lac-hydrin, and bandaging to promote moisture and healing. I also use disposable latex gloves when gardening or doing yard work.

Skin anthrax is something else entirely. You usually need antibiotics to cure it, although some people may fight it off without them.

P.S. Nuking terrorist states will not solve the problem if the anthrax was created and spread by one of our own citizens.
