The British newspaper The Sunday Telegraph said bin Laden appeared to have admitted on video for the first time being behind the Sept. 11 killings of American civilians.

"The twin towers were legitimate targets; they were supporting U.S. economic power. These events were great by all measurement," the newspaper quoted bin Laden as saying in a video that the newspaper said had been circulating among the Islamic militant's followers.
