Note that the core voltage on UMC's process is 1.2 volts. Also note that the ring oscillator delay is 14ps. Can't really say exactly how that will translate, but it looks as if the voltage is 33% less than their 180nm process, and about twice the speed. With suitable waving of hands and puffs of smoke, umm, don't have a clue. But it looks good...
