Foundrys don't give you the same feedback on their process or etest data, their device characterization data isn't freely available why do you work with that foundry then ? process engineers are busy servicing 10 other customers do you think xilinx is getting that type of service from tsmc ? Even if it works it will certainly take several steppings to fix speed paths to achieve acceptable binsplits and identifying them isn't an exact science if running wafers is your only way to identify and fix speed paths, you are right but these days there are better solutions.
