A democracy needs laws--they can call them a Constitution; they can call them Our Laws; or The Great Big Book of Statutes. What's the difference? Why get hung up on the word applied? The Soviet Union had a "Constitution" guaranteeing every imaginable civil right. In Israel, a girl like Tatiana Soskin can be sentenced to to jail on a charge of slandering Islam. Sounds like a society whose laws are pretty liberal and civil-rights oriented to me. The U.S. has no such crime.
