Nope it is not, but it should have better characteristics than their previous processes. From what I have been able to glean, the ring oscillator delay indicates that the transistors switch a little bit faster than Intel's P858 process, I can't find any information on how fast the transistors are in AMD's process, they go to as many conferences...

Even though UMC has a tweaked MPU process, it isn't going to be extremely fast. But with a core voltage of 1.2 volts, and the possibility of going lower, it might not need it. AMD just might be using UMC for the low voltage/low power processors. I personally consider that to be a little short-sighted, AMD needs to develop that capability themselves. But, on the otherhand, they may as well put their efforts into SOI for that capability instead of bulk silicon.
