Svoiet agents were rumoured to have suitcase nukes in Amerika since the late sixties. Cesium detection machines were deployed on highways as a test to counter the threat. Nuclear hand grenades were toyed with too. As a theatre weapon it made overruns unlikely. I believe the weapons were made but I doubt that except dropping them from fast vehicles or shooting them from rifles off cliffs they are very useful. In the end it was thought that MAD would counter the effect of even insidious no warning attacks such as these. In fact the best use of the tiny bombs was retaliatory, not first strike, as they theoretically survived the first mil target strike and were most useful in that role. If used first, they only invite massive retaliation and that in itself is a doubtful strategy, as they don't get to get near mil launch targets to negate them. Some of the operative agents may have defected secretly and the company may have thought it best to keep the Soviet in the dark as to the disposition of the material. This would have made the Seviet a bit more unsure about their threat at the lie table. I still think the world's best weapon is the transistor radio. Dropping oodles of solar powered radios with stealth earpieces, tuned to rock and roll hoochie koo, will eventually corrupt any enemy's morals to a depraved democratic and godless state of absolute corruption. air dropping cases of coca-cola and rice krispies would speed up the process by a good factor. Pretty soon they will stop going to Mosque, start voting, and wearing costumes that reveal cheekbones and ankles in a disgusting manner. In 25 years obesity, divorce, political apathy and low test scores on SATS will be major problems. The best way to overcome an enemy is to loan him money and give him foreign aid. As soon as he has to ask for loan restructuring he is as good as desovereignized. We could have stopped Hitler by simply cancelling Germany's war reparations before he did. EC<:-}
