Major findings of a review of more than 175,000 disputed Florida
ballots in last year's presidential election by a media consortium
consisting of The Associated Press and seven other news
organizations:

-George W. Bush would have maintained his advantage if Al
Gore had been successful in winning the partial recounts he
sought in court. Those partial recounts - of all the votes in four
predominantly Democratic counties, or a statewide recount of
just undervotes - would have left Bush with a lead ranging
between 225 and 493 votes.

-A full, statewide recount of all undervotes and overvotes could
have erased Bush's 537-vote victory and put Gore ahead by a
tiny margin ranging from 42 to 171 votes, depending on how valid
votes are defined.

An AP examination into demographics and precinct-level vote
returns found:

-Race played a significant role in ballot errors. Of precincts
where at least 500 ballots were cast, the 20 with the highest
percentage of ballots thrown out were all at least 80 percent
black.

-Some precincts with significant percentages of younger voters
showed above-average proportions of both undervotes and
overvotes, as did precincts heavily populated by the elderly.

-Poor ballot design caused serious problems. In the 18 counties
where presidential candidates were split onto different parts of
the ballot, the average percentage of rejected ballots was almost
three times higher than in other counties
