Israel couldn't imagine that Palestinian terrorists would target a disco with teenage girls, but it happened. A terrorist doesn't have to make sense. This probably was a terrorist crime of opportunity, and not of creative planning.

The terrorists were looking for spray planes, so that they could spray "something" down upon us. They were also getting licenses to carry dangerous chemicals. Terrorist Islamic nations have been experimenting with Anthrax for decades. To handle Anthrax without being effected shows quite a bit of knowledge in the handling of the bacteria.

Being a terrorist doesn't mean that they are always going to be 100% successful, thank God! It also doesn't mean that their behaviour is going to be predictable. It is obvious that they wanted to attack the US with chemicals or biological weapons. Would they be "above" putting anthrax in our mail and sending it to our government and news organizations? Hardly.
