Re:water. There have been plans for a massive public works project in the North American west since the Kennedy Administration which would bring water relief. I don't recall the project name, but it essentially turns the Rockies into a giant reservoir, diverting some of the water which currently runs off into the Canadian hinterland, and hence into the Arctic unused. It would also generate a buttload of electricity. It would be a US/Mexico/Canadian project that would bring water and electricity relief to all three. I think the pricetag was something like $200 billion in current dollars.

Where there is a need, there is a way.
