About the power supply, try looking at the power rating more than the voltage and currents. If it is greater than 200W, you shouldn't be concerned, since that's usually plenty for a Pentium III system.

If your system is freezing up, see if you remember adding any hardware since the problem started, try reinstalling your OS or other software, take a look at hardware diagnostics, do a scandisk, or, as a last resort, ship the box back to Dell. Dell has an anti-lemon policy, and sometimes you end up with a free upgrade.
