The VIX rarely moves lower like you are hoping in a big hurry, JRI. Up in a hurry, yes. Down, rarely.

For a time frame....how about when you get a bunch of technicians screaming that the 50ma is cutting up through the 200ma on the major indices? It's not that far away. But, that won't happen in a few days or weeks, but it is the kind of thing that will need to happen in order to get the kind of complacency that marks significant intermediate term turns....the opposite of the one we had on 9/21.
