It can be done at any time after the chips are packaged (all it takes is the right sequence of voltages at the right pins to blow the fuses). It might make sense to label some of them immediately, and some of them later, depending on how certain market demand is. Once the fuses are blown, it cannot be reversed.

P.S. My second choice would be Audi, not Lexus. ;-)
