DL numbers are on a state to state basis, but on many occasions, some people chose not to have one because of certain activities they may be engaged in. Fake ones are also easily obtained.
SSNs are a joke as a method of identification and, quite often, are used to commit crimes. People have been know to have multiple SS cards with different names, and different numbers, in order to defraud the Medicare, welfare, and other governmental programs. Some have reached the millions of dollars illegally before they are caught, and many are still out there operating. The only reason I mention these things, is because no one considers a SSN to be an accurate form of identification, and these card are not accepted as such for any business transactions.
From what I have heard, the National Identification Card will be more constricting because of requiring a photo, or thumb print, or other totally effective means of identification. That being the case, anyone with an unlawful agenda will not have such a card, for the obvious reasons.
