Why didn't India cross over and destroy the training camps before 9/11?

Because the Indian government is too friggin timid. Also, India cares what the international community thinks of them. They tend to try to solve problems without violence whenever possible. Also, before 9/11 the Pakistanis were never bold enough to massacre 40 Indian government officials in one suicide attack as they did on Oct. 1 in Srinagar. This attack on India came after September 11 and was targeted specifically by bin Laden's contacts to get India to attack Pakistan. Immediately following this attack on Oct. 1 a Pakistani group claimed responsibility ... Musharraf later made them retract their statement. Musharraf didn't even offer condolences to India immediately following this attack.

Without India's support of the U.S. in the new war the U.S. would not have been in such a good position to demand cooperation from Pakistan. Basically the U.S. said to Pakistan if you don't help us we'll let India do to you what they want. Pakistan chose to cooperate and India came out the loser because the U.S. made Pakistan (a terrorist state) the hero. India offered all it's support to the U.S. too quickly. The Indians are not good at playing games ... they say what they mean and mean what they say.

Although India doesn't like to go to war ... when they do decide to do it they win. Countries are like people, they have personalities. One of the weaknesses of the Indian government is they don't like war ... but sometimes you should go to war and kill some people so you can prevent even more deaths.
