I was in Oxford England at the end of the Gulf War and was amazed that the majority opinion among the academic community there was that the bombing & strafing of Iraqi soldiers fleeing Kuwait with their loot was inhuman & horrible.
--- I agree with you that the way to stop being a target is to surrender.
In fact I wouldn't necessarily be willing to always accept surrenders, depending on circumstances. Enemies who wish to surrender but can be expected to resume hostilities when more favorable circumstances arise should be killed.

It may prove to be important going forward that much of the USA public (and others) will be disinclined to grimly continue to mop-up the problem after they feel like they've struck back for 9/11.
(Sort of a "What have they done to us lately?" thing <G> )

You Americans tend to be short-sighted & soft-hearted.
Not always fatal flaws.
But in this situation I'm afraid it may be your undoing in the long run.
