Almost no web site on the internet is their own ISP. Almost everyone gets their connections to the internet via some ISP - an ISP can be someone like UUNet or AT&T - basically someone who owns the fiber, rents it out etc. There are different levels of ISPs. StockCharts.com has their own T3, I think with AT&T - the problem is on the other side of that T3. You can figure these things out by trying to tracert to some of your favorite websites. StockCharts takes you thru AT&T's network, SiliconInvestor takes you through pnap.net etc.
