Yes, this is more favors to Arafat, who has done NOTHING to deserve them. It is the obvious intent of Arafat to force Israel back to the table while the terror is going on, so they can use the terror to force concessions. If Powell plays into Arafat's hands, it will be the ultimate in hypocrisy. The whole Arab world will conclude that we don't mean it when we say we are against terror, and there is no need for them to respect our policies.
