Reagan entered office during the worst economic climate since the Great Depression. Reagan got his agenda passed. The Dems controlled the House, but not the votes. Back then there were moderate Dems that crossed over to pass the Reagan agenda. There are few such Dems today.

Clinton entered office during a boom, the economy was growing at 4+%. Clinton did not pass his agenda - whatever that was. Clinton campaigned on a tax cut and delivered an unnecessary tax increase - which actually slowed the expansion that was under way. But Clinton failed to get his pork spending bill - the reason for the tax increase.
