I don't know what your talking about character. But at many meetings where many world leaders appeared, Bush was often characterized as a leader who was not interested in playing on the world field, he had a more domestic focus. That was the dominant view. His leaving international conferences with no interest in furthering whatever what was under discussion.

And your thing about Russia, -- Bush must pander Putin to get the former KGB offical to go along with the missile defense plan. Otherwise, Bush could care less for Putin.
