That is a pretty pessimistic statement without much support. Curious about your support for that view. From your backup:

What "many meetings" specifically, and who "characterized" Bush as not interested would be key information needed to support your view. Care to share either?

"His leaving international conferences with no interest in furthering whatever what was under discussion"

So why did he go to them? And what meetings are you referring to?
