So if it takes a while to cross-check a fingerprint, I don't think it matters. We don't need to produce IDs in real time. 4 to 8 weeks for processing would not be unreasonable.

I think it does. Somebody could forge multiple birth records and obtain as many fake national i.d. cards as they cared to apply for during that 4 to 8 week lag. Think of each fingerprint as a postage stamp. Unless and until it's "cancelled" it could be used over and over again.
