It all sounds so good. Then I reflect: did I ever vote to raise taxes? Or send $45 million to the Taliban this year?

When you begin to examine the truth, it turns out the idea of "sensitive to public opinion", is for the purposes of propaganda, not governing in any real sense. Agitate all you want, will you reduce taxes or keep from sending billions to the Middle East in oil or direct grants to support further terrorism? You might if you were in power, or if you knew about it, you could be "agitated", otherwise forget it.

Sure, in some things there is an effect. When I was in national politics we held local townhall meetings and got bridges and local issues discussed. The national issues are inside the beltway, however, and not accessible to the citizens who pay, fight, and die for causes promoted by those who profit.
