Referendum is the only way significant change is made, these days, imo

Even then, in California for example, Prop 13 cut ppty tax increases to inflation, supposedly... However, rental properties I have there have increased fees 40% in 5 years due to 'other fees' imposed by a complex system under no ones' control.

Many, many more examples at the federal level, which I'll list when I get back, gotta go
