Capability vs. competence. Hmm. Both are synonyms for skill. How could I get them confused?

BTW, Bush has demonstrated an ability to lead, not just the people of the US, but of much of the world, convincing them that his agenda is right, and it's not all due to his advisors. Your issue is that he doesn't articulate YOUR agenda.
