Well I'm guessing this reference "We
have been informed by one service provider that the service provider has decided to terminate services
from one of its gateways. The schedule for the
termination of services from this gateway, the coverage area of which can largely be served by remaining
gateway..." is probably to one of the TESAM GWs, most likely Peru. TeSAM is the only SP with more than one GW that could shut one GW down without screwing up the marketing of service from other of its own GWs. It's not likely, for example, that Vod would shut one GW down in Oz, or Globaltel in Russia....

In the reorg, I'd guess GW's in N & S America will be consolidated with New G*, along with Vod's properties in Australia and, maybe, S. Africa. China, Russia and S.Arabia, Turkey and the European GWs are more likely to stay independent to satisfy local regulators.

The more interesting question is which GWs aren't paying their bills: it's a real low blow, and inexcusable considering that in nearly every case the GWs belong to very well capitalized entities.
