NextWave's reorganization plan includes liquidation, everything else is double talk. All the press releases, dog and pony shows, and braggadocio was a tactical bit of grandstanding in an attempt to line their pockets with other people's money. Maybe they succeed, maybe they don't, but the longer the delay in finalizing plans, the less likely of this occurrence, IMO.
Congress appears to be balking at handing billions to a company that "never served a single customer". Who can blame them? Won't set well with John Q Public. However, it does seem ironic that the Congress who mandated the FCC into auctioning these licenses for "designated entities", must now accept part criticism for paying them billions for nothing in return. Maybe the FCC is LOL at Congress!
Maybe this whole mess will take so long that NextWave's build out requirement will expire with nary a single customer, and the FCC simply takes back the licenses and says to Spalding, "you'll get nothing and like it!"
Maybe that was the plan all along.
