Clearly you are correct up to a point. When I say capital I mean the executive level of any given company. Obviously they must consider more than their own narrow self-interest, but they also have the means to influence other segments of the economy and the legislative process through their own "unions" which are industry associations which hire lobbyists. They are organized as capitalists and it is in their interests to retrict the ability of labor to exert the opposing influence.
