Nice segue. I think this is a bit different than requiring a woman to be covered head to toe or prohibiting them from covering from head to toe. You may or may not know that in America the female breast is viewed in a sexual way as opposed to strictly being viewed as the baby feeders that they are.

Also - I could be wrong, but I doubt that covering the breast is a requirement of Federal law. My guess is that the majority of Americans feel it is best to cover them and if that majority turned into a minority the laws could change. I prefer the law as it is btw. Leaves a little bit to the imagination, and saves us from viewing some of the less desirable breasts out there.
