Telecom Equip Capex Spending : -- Morning Note -- Bank of America issues the results of their Q3 capex survey; estimates that capex will continue to decline 12% in 2001 and 20% in 2002. Several carriers cancelled capex-intensive programs including T, FON, and SBC; New Carriers and CLECs have finished their network build-outs and are limiting their budgets to demand-driven capex. Anticipates recovery to occur in 2002 if deterioration that began in the Sept quarter continues; alternatively, believes capex could decline throughout 2002 if spending is pulled forward as it was in 2001
