I wouldn't read too much into the European situation.
There are the usual political difficulties. Tony B "the persuader" has been doing his business, as seen in this older news article.

There even the usual political goings on here in the UK.

The persuasion game is also being assisted by those guys on the ground in Afghanistan, Bush and his team. Some help has been coming from those quarters in the "results" factor. We British just love to say an understatement -g-

Mowlam savages 'presidential' Blair

Ms Mowlam says there is a rift between Blair and Brown

Cabinet government is "dead" and Prime Minister Tony Blair acts like a US president, former Northern Ireland Secretary Mo Mowlam has said. Ms Mowlam, who stepped down from Parliament at the last election, also confirmed a rift between Mr Blair and Chancellor Gordon Brown, saying the two men "aren't working together".

In a TV programme due to be screened on Saturday by the BBC, Ms Mowlam, who also served as Cabinet Office minister, claimed that a small number of unelected advisers were wielding too much power in Mr Blair's administration.
