Airport screeners will become federal employees and must be U.S. citizens under a deal worked out Thursday that cleared the way for passage today of the aviation-security bill.

All checked bags will have to be screened, pilots will be allowed to carry guns if the Department of Transportation approves, and passengers will pay a security fee.

The compromise ends two months of congressional bickering over how to make the nation's skies safer and get Americans flying again.

The House and Senate will vote on the proposal today. President Bush (news - web sites) said Thursday that he plans to sign the bill as soon as it reaches his desk.
