Looking back on my experience in Russia, I think the security issues were an advantage in a strange sort of way. The people my company sent over there to do the start up were a bunch of corporate misfits like myself. None of the "important" executives who would normally be involved in a project of this nature came around because of safety concerns. As a result, there was a noticeable lack of bullshit and bureaucracy over there. Also, being able to start from scratch was a big advantage. In my area of responsibility, it was a pleasure to select software applications without having to worry about the typical issues, things like interfaces. And I never had to explain to somebody why we were replacing their beloved legacy system that they have been using for the past 20 years.
