This is the type of action that destroys the purpose of aid and it happens all to often. Those that need the aid half the time dont know where to get it and those that are shrewd take advantage of the situation. One organization even used the program to accumulate a large portfolio of rental properties, largely by buying 339 HUD homes at a $3 million discount but never reselling them. Now if there was such a thing as simple repossession due to fraudulent actions. The abuse of the system makes it all to clear that in most cases system just doesn't get to who it is trying to get to.
