I see no reason why those letters can not be part of a broader terrorist campaign to scare the shi+ out of us...since when to terrorist get confined to mass murder operations exclusively? Had there been no connection to the bombing attempts, then I'd lean on the side of "loner, unassociated" theory...but the Florida publishing cooincidence is too weird. Also, it appears that Al Queda operates very autonomously..with different group having different specialities...it would not surpise me at all that certain group focus on, as you say, "pschy-ops" and/or chemical warfare.
