As I read it, there is actually no gurantee of $3.25.

The limits only apply in if the previous 3 weeks average closing price is outside the stated limits. Therefore a nice drop in TRY a couple of days before the closing date may not drop the "average" low enough and we are stuck with .1722 regardless of the price of TRY.

Of course the same could be said for the upside - a sudden surge in TRY above $24.50 would give us more than the equivalent $4.25.
