FAS has some good info on the topic (Khadaffi has offered $1 billion for a nuclear device and has not obtained one, if Al Qaeda does have "suitcase" nukes, the payload is probably between 1 and 10 kilotons. For comparison, "Little Boy," exploded over Hiroshima, had a payload of 12.5 kilotons, but was exploded high in the air to get maxium impact.):
