This is news to me. When did they start?

As far as the Government is concerned, they are not competent and have been and continue to be "sold a bill of goods" by Western advisers. And now they are broke.

They are not passive recipients of western advice. And their financial condition can't be blamed on western advisers selling them a "bill of goods".
