Once the President uses War Powers I believe he has very broad authority that make this AOK. I do believe all these special considerations are directed at aliens. But it is also possible the President under War Powers could apply these rules to Americans. That I'm not sure of. But I trust President Bush to do what is right. tom watson tosiwmee
