Just looking into AMD published datasheets: stop clock=
0.66A @1.30V while 30-35A typical at full clock.
Even this is not completely at stop-clock
mode according to Note #4, which says that a 1/64 clock
is still applied to the processor clock tree.

Anything is possible. I was just going by definition:
"swithching" - "stop switching", and looked into datasheets.
Are you suggesting that Intel is so sloppy in the
chip layout that they may have multiple shorts
via, say, clamping diodes into grounded I/O pins when
operating in stop-grant mode?
