It was repaired by adding extra layers of composite and binding the area with rivets.

My gawd!!!! This is the exact repair that I referred to earlier on boats. I've been involved in a few of those and I'm here to tell you it DOES NOT work!!!!! Once the fibers have been compromised on a boat they attempt that repair. Then they re-do the repair because of the flexing and water rub, but this time the patch is bigger because the rivet's don't hold and actually create new damage. Then they try again but at this point usually scab metal over the inner and outer layer to give the rivet's something to hold against. The final step is to junk the damn boat.

It doesn't work once the fibers break down!!!!
