Check page 27 of the Intel data sheet, it states in Note 4 that the measurements are made at maximum signal loading, and Tjmax.

TjMax (junction not case) is defined on page 71 as 100 deg C as measure by the on die thermal diode.

As to the 10A comment, I didn't. AMD claims 1.2 (? I didn't look it up, but it the max value on their data sheet).

Intel claims 1.7A (if we are sleeping, we are using sleep voltages for both - not exactly fair to use the lower sleep voltage for one CPU, and the full operating voltage for the other).

However by my reading of the datasheets, Intel's measurements are made at junction temperature of 100 deg C vs AMD with a die temp of 50 deg C)

Intel is being more conservative with their datasheet. It allows one to design a product with real worse case parameters. That does not mean that the Tjmax is running at 100 deg C during sleep.

That is preceisely teh point. If Tjmax were at a more reasonable 40-50 deg C when there is little CPU activity, the leakage current would be even better than 1.7A, and therefore likely lower than AMDs part.
