One fun thought I had was that the use of War Powers against al Qaeda members isn't quite the same as the frequently cited precedences of WWII, Civil War, etc. In those citings there was a true "War" in the sense that there was a nation State that we actually could declare war on. Al Qaeda is a bit different, they aren't a nation State, their more akin to organized crime. My wife asserts we should be looking at the war against the Barbary Pirates [that point caught me unprepared].

The US most certainly has lost far many more lives in the War on Drugs than it has in the War on Terrorism; drug cartels and organized crime have a military component about them. Why not use the same sort of War Powers authority in the War on Drugs?
