Yes be careful with that one Marcos.

I think it comes from the 19th century, when the French controlled the land, the British controlled the seas and the Germans controlled the 'air'.

I think that specific phrase was uttered by old Fred Nietzsche while he was doing participant studies into mind altering substances.
